It makes a lot of sense to me. In fact I'm sure some people high up there have pulled it off before, all you need is a highly placed insider. This Keter was either betrayed or is being set up. This should be the easiest robbery as it's hard for the common Kenyan to decipher.

it seems there has been a loophole when they moved to the 'digital' system. when the transfer was done it is possible that some records were conveniently 'lost'. so for example there would be no evidence of payments being made for the bonds by the treasury. that would be the insider connection. in this case it is claimed that the bonds issued in 1990s were never redeemed because the ceo was apparently too busy moving in and out of the country to follow up on a measly 600m+ and there are 'no records' to show treasury paying for them. desai seems to be very particular in asking for evidence of the payment. now imagine how many may have been processed like that.
