Was covered in a story by KTN and i was really impressed. Universal free health care for the elderly, dairy farming complete with a processing plant (Makueni fresh) and the mango Puree factory. Adeline seems to be quite in touch with the developments. She seems like the only deputy governor with a say and would be a good replacement of the prof.

The governments job, whether county or national, is not to set up factories (which will be looted sooner or later) but rather to put in place the necessary infrastructure for business to thrive. Infrastructure like roads, water supply, electricity etc etc. Once these are in place investors will come in and set up milk and mango factories. Seems Kivutha doesn't understand development.

From an Eye-witness of Makueni changes post devolution:
1. Water pans every 5 or so Kilometres. It is Feb 12th 2018 and it hasn't rained since Dec 7th 2017 and this water pans still have water. Livestock and domestic water catered for.
2. The Mango factory is having real change in the grassroots. Most farmers are planting grafted mangoes - it is the only cash crop (+mbaazi) that gives even when rains fail.
3. Makueni doesn't have tarmac roads as a result of devolution but the county graders will be there within days of a road being damaged by rain e.t.c. ..roads are motorable thanks to county graders .This is a big contrast from Jubilee areas i visit e.g Ndundori in Nyandarua where you need a 4WD or tractor to get to when it rains.
4. The universal health actually works. Get a card for 500/= and get treated at any country health facility for free. In 2010 took someone to Makindu hospital and i had to buy everything (syringe,gloves,medicine) needed from a chemist in the local trading centre...which basically meant if you are poor you didn't get treated.
5. Sand harvesting in Makueni that was damaging river beds has all but stopped thanks to county Govt support.Most of the sand harvesting has that happened in Makueni now has moved to Kajiado.

Packaging milk is something any tom, dick and harry can do (just take a trip to your local supermarket and see for yourself). The county government should be involved in more important matters eg roads, power, irrigation, extension services, water and sanitation, etc, etc. And once this infrastructure is in place, farmers will produce more and investors will put up the factories. Kivutha is using a failed development model. Kivutha should learn from the experiences of the national government which set up factories all over eg KCC, panpaper, sugar factories etc only for them to fail or be privatized after becoming financial sinkholes. Business should be run by the private sector. Let the county and national govts focus on infrastructure to facilitate business.

Why was Kibaki so successful in running the economy? Is it because he build milk and mango factories? Nope. He was successful because he created the right environment for business to thrive - things like roads, power, dams, access to credit etc. Kivutha should learn from Kibaki.
