There is a strong link between urbanization and revenue potential. Urban centers create the necessary economic densities attracting more capital. Any governor who is not focusing on urban growth and planning will not have the tax base. Very few counties are focusing on the things needed for the urban economy the water and sewer systems, waste-water treatment facilities, mass transit systems, organized markets, walk-able streets etc.
