It is a complex formula that factors in population, land mass and current state of development. This is how counties like Turkana get a generous allocation. Government's main job is to maintain stability, law and order. A regional inequity of resources and opportunities is a major recipe for conflict so even as revenue is allocated, regions that are marginalized have to be given more than they currently contribute so as to uplift them.

Current formulà doesn't inspire innovation. By now CoG or KNBS or Ministry should have developed a tool to measure performance by these counties...with certain percentage of funding being reserved for good performance

The only woman field mashal in the Kenya Land defence council, Muthoni wa Kirima, was asked what she thinks about Kenyatta Jnr.

"She is reluctant to discuss Kenyatta Jnr, who was swept into power on the back of a tribally charged campaign that saw near-total support from the Kikuyus. When asked what she thinks of the son of Mzee she prefers to recite a cryptic saying from her native Gikuyu language: "From the womb comes a warrior, a king, a rich man, a criminal and a killer."

I find such feedback to be hypocritical to be honest, not just because I am supporter of the President, but for the obvious fact in Kenya, people vote by tribe. This was the basis of the formation of NASA; bring tribal kings and beat jubilee. It failed, because UK was able to solidify his base and make inroads in some of the areas where NASA was calculating their 10 M strong nonsense.

And this equalisation fund, is it timebound or perpetual? If a county gets the funds and puts in a hole every year, shall we continue pumping money till end of time? Sonething wrong with this system. But when you point out you're labelled 'enemy of devolution' even though the converse is the case

There is a strong link between urbanization and revenue potential. Urban centers create the necessary economic densities attracting more capital. Any governor who is not focusing on urban growth and planning will not have the tax base. Very few counties are focusing on the things needed for the urban economy the water and sewer systems, waste-water treatment facilities, mass transit systems, organized markets, walk-able streets etc.
