15,85 is a premium to market price. If it indeed was a cash crunch, wouldn’t the shares be bought at less than market price.

And why not IFC to do addational funding. 5.5bn is loose change in this. They have been inside and kif not seeing any more value then probably too they see no value to entice them into increasing their stake here

More dilution of an already overpriced share.
Maybe investors are paying a premium into future forecasts of growth of the company.

Did they create new shares? It doesn't mention so unless I am mistaken.
Secondly Munga has those shares from Mauritius, could it possibly be those shares that are being bought?
Too much speculation abounds.
