Kenya has 47m people and with a rate of arround 1m new entrants per year. Yet, no county can sustain itself without aid from the central government. That by itself kills all reality of devolved power.


The devolved govts should foster to being self sufficient, it may never happen entirely but a bigger % of their budget should be self funded, and decisions self determined. Even the states in the US have a % of their funding coming from the Federal govt.

As Masukush says, this conversation is pointless but as far as power sharing is concerned the governor who has got it right is Nanok and to some extend Mutua, the others are suffering from what Chebukati is suffering from, not realizing the power bestowed unto them.

By the way, Amazon intends to build a 2nd headquarters, all governors should have noted how the states went on bidding to host it. Will we ever see counties bidding to host companies? Bragging about infrastructure and all amenities to a good life?


Self sufficiency is a mental-spiritual condition. Power isn't about money, money is used by power.

There's no reason under the sun why counties should borrow or await Treasury's allocation to pay salaries.
Any county that can't finance its recurrent expenditure is a drain to the national good and ought to be disbanded.
There should also be legislation capping such expenditure to a certain %age and any excess plus national Treasury's transfers should be for development only.
This mentality that Nbi "owes" other counties a life is self defeating.

How is it that in 1964-65 the
city council of Nairobi used to lend the central govt to pay salaries. The answer is simple it's the centralization of revenue collection. Initially employers used to pay the Graduated Personal Tax to jimbo where the employee resides. When GPT was taken over by central govt and renamed income tax devolution no longer worked.

If counties collected the income and VAT and then remitted to national govt no one would be interested in the presidency.

I agree with rao ( for different reasons) that we need to relook at constitution. My wish list: 1) scrap senate 2) to avoid winner take all scenario, pork candidates to run for mp concurrently 3) cabinet to be chosen from Parliament. 4) review section on referendum. Any referendum should be held at the time of the next general election. Uhuru should take charge of this debate, this will also secure his legacy.
