What they owe is much much more than the value of their entire inventory at their peak when fully stocked. In short, the 40Bn didn't go to buy stocks, its stashed somewhere. Why Tuskys ? They couldn't trust anyone else to come on board. Who else would keep quiet once they discover the hidden skeletons ? If the deal goes through, they simply come back with tuskys as their front using money they screwed the banks and suppliers.

Screw the banks and the suppliers. Banks can claim administration so no need to provide (or cook provisions). Suppliers will write off as cost of doing business.
Accept and move on. Its the Kenyan way... They are fearing going into oblivion coz all the branches may shut if things continue as they are and the brand erased. Going into administration is to shield the assets from being attached and sold by the the creditors, give more time to figure out how they can start repaying their debts I doubt they even care about repaying debts. Business opportunities are like buses,there's always another one coming
