The law requires that a voter be a citizen of Kenya and thus the only way to be sure that a person is a citizen AT THE TIME OF REGISTRATION! is to prove they are a citizen. We use the ID during polling to 'identify' ourselves as being who we claim to be. Biometrics do a better job in most cases than IDs will ever do!. So yes... we don't need ID cards to be identified. but there is a technological limitation in play that makes us use ID cards/ID Numbers. When you go polling tomorrow you will you will be asked to give your ID and the number should be keyed in and your profile loaded and then you will be asked to verify if you are the person the ID belongs to by submitting a fingerprint. When you key in the ID number a "search" will be conducted to ask - "is this person registered to vote?" and when you submit your fingerprint against a profile it will not be a "search" per se but rather a one-to-one verification that strives to answer the question ARE YOU WHO YOU CLAIM TO BE? the fingerprint submitted is not compared to all fingerprints stored in the system but the one attached to the profile in question. So while "is this person registered to vote" questions can be answered by biometrics - they are computationaly very expensive and would kill your battery in hours!! The hack for the current state of embedded systems is to do a search using some other "fairly unique" attribute (ID Number/Full names e.t.c.) then VERIFY that the loaded profile belongs to the person standing before the PO by submitting a fingerprint.
