The project may not be needed regardless what Baba says. I understand that up to 40% of the water is lost along the pipeline. The problem can be solved by reducing the wastage.

No I didn't .More water can be available by dealing with losses through seepage.It's cheaper and more efficient because resources are scarce.
No doubt but the current infrastructure was put in place in the 60s when the population was about 600K, today's population is about 4Million, can the same infrastructure sustain the city even without seepage?
