@Njung'e sounds like we need you to develop a curriculum . Except the final class ought to be how to keep families from fighting over the loot when the thief dies..

But seriously, I have seen arguments that corruption and economic growth can co-exist. The growth of the Asian Tigers happened despite high levels of corruption. Maybe we need to figure out the factors that enable both to exist then implement the most appropriate ones since the stealing is going nowhere.

On a serious note, a friend once bribed a cop since he'd forgotten his DL. I was so mad and this is what we did. Drove back to his house and collected the DL then headed straight back to the roadblock. I walked to the cop and presented the DL and demanded a refund now that we had the DL. You should have seen the stunned face of the cop. I think he realized i was going to create a scene. He gave back the money but the walk back to the car was the longest as i was not sure the idiot would not shoot me dead. I was literally shitting brickssmile

whats baffling is how nys scam was put underwater until the lid was blown off with so many people involved.thats a work of genius

There was no ingenuity. They couldn't not agree on how to share the loot so the short changed party blew the whistle.

There is a rumor that all governors are now billionaires. I didn't believe previously, but when the governor of Garissa of all places is caught with 5b in the accounts, it has confirmed the rumor in my view.

How much is Garissa county govt budget ? What component is development budget ? Because its impossible to steal operational budget i.e. salaries e.t.c.

You'd be shocked to know that Garissa has been one of the worst performing counties in absorption of devpt budget. They have been spending less than 1B per year on development. The D*#kheads at NMG want us to believe the governor stole all that money.

Finally, how dumb would the governor be to transfer 5.2B from the county's account at CBK and then let it lie idly in his account at First Community ? Would CBK allow that ? Would Aden Duale have kept quiet considering the governor is an opposition guy.

BTW the money is more than the total shareholders funds at First community bank.

This is the worst form of corruption; stealing money and letting it sit in a bank account. It would have been better if he had 10 mistresses in Garissa who built houses or even bought cows with the money. This is terrible.

I do not know how to accomplish this but one of the tweaks that this devolution thing should insist on is a way to make sure that no money or at least as little money as possible leaves the county. Let all banking be done in local banks, have a way to ensure that tenders are awarded only to contractors with a local presence. The idea should be to try and ensure that all legal and corrupt expenditures of the county end up in the county.

What now, you think NMG invented a High Court ruling to smear the guy? Did they also invent quotes from the Justice on the money in the accounts? Sometimes you need to take a break from emotional electioneering arguments and examine the facts.
