Actually that happens a lot and that's how we end up with so many spoilt votes. Remember in 2013, "spoilt votes" came in a strong no.4 after Madvd but ahead of both PK and Karua.

There will still be guys who will walk out with ballot papers. But the variance in the reconciliation even in 2013 was negligible. There was no ballot stuffing. The risks are too high and not worth it. The cops and NYS guarding the counting are almost always non-locals. As a PO, would you risk your kawaida job and freedom ? Especially when the risk of being caught are too high.

BTW IEBC have done several test runs on the transmission system with 100% success. In 2013, only 30% of stations were able to transmit results. But it was not accidental. Most POs were seeing the gadgets for the first time that evening. Some had not even been charged.
Maybe am being too optimistic but I think by 2027, rigging will not be part of our elections discourse.

Anyway back to Constituency Returning Officer. To recap what has already been said and also links provided:

He is a permanent employee of IEBC.

Salary 200K.

Has been at his station since May 20.

He DOES NOT come from the constituency he is working in but comes from nearby (Not too far). Everybody else who works under the Returning Officer that is the Deputy Returning Officer, Presiding Officer and Clerks must be a resident of the constituency they are working in.

Another question FRM2011. Does a Presiding Officer at the polling station have authority to CANCEL or NOT announce results should he discover that the votes do not add up at his polling station? Say 800 votes cast for president but only 600 cast for MP.

Nope. To put it brutally, its a clerical job with no decision-making powers. Let me give an example. Before they start sorting out votes, they have to agree with agents what constitutes a spoilt vote. The uidelines are there but still.... Imagine a vote for Uhuru but the tick is so long it extends to Dida's box. The ODM agent insists thats a spoilt vote. The Jubilee guy insists thats a valid vote. The PO cannot make a decision, he marks it as a disputed vote to be arbitrated by the RO. Back to your question, NO, he would have to record them as they are, note the discrepancies, the agents will refuse to sign, he indicates the reasons why they refused. Then hand over everything to the RO. His job is done.

Hope our media, the social media will have live broadcasts of the announcements, this way when they say a certain station has this number of votes by a presiding officer, we can see that coming from the horses mouth.
Can IEBC or the big parties organize cctv cameras for the stations, they can lease for the day or two, better than the 100 youths at the stations.

When you say 'public' at constituency tallying stations, do you mean representatives of political parties or any other?

I think whenever any government agency talks about public they mean kila mtu, raia wote who want to attend. There cannot be a restriction on who should be there. I guess this is more so when it is election matters. I believe they can cordon off an area for the official to work but when they put up the information on the projector for the public it means that this information should be visible by everyone who is there and everyone is welcome.

Muranga teachers college always serves as the main tallying center for muranga county. They have an amazing hall.

They allow media, and accredited observers. Each of the 8 presidential candidates is free to send an agent there. Apart from the senator seat, the other two county seats were won during nominations. Very little drama expected. Security won't be that tight.

Anyone who would want a feel of how an election happens, can give it a try on 9th. 70KM from Nairobi. You can pose as a reporter with bahasha FM.

IEBC chairman Wafula Chebukati said only one agent per candidate will be accredited to prevent chaos.

Is this directive applicable to presidential candidates only or to all the candidates in a coalition?

NASA is looking at having 10 agents(diff parties I suppose) in their adopt a polling station initiative.

So IEBC intends to have around 45,000 polling stations and that means that for each station NASA wants to have 10 people and back of the envelope calculations show that they will need 450,000 bodies (around). Let's assume they get all these people and still IEBC budged to their demands - i think the kizungumkuti will be accreditation - you must be accredited to hang around polling stations. You don't just stay in there because you "adopted" a station. Each party must also come up with it's agent list early!! in 2013 CORD was very poor on this matter... Akina Caroli "Dangote" Omondi mismanaged this aspect.

Is it true that the KIEMS system is set to auto-reconcile the results with the voters identified and reject if they don't agree ?

If yes, why is IEBC's communication unit not talking about this ?

Is it even possible for the numbers to agree ? Some guys will still walk out with ballot papers.
