The RO's job is the easiest on earth. He shall receive an electronically submitted result from each of his POs.

He then waits for the actual form 34 from each PO. He adds up the figures, fills in form 36 and declares the constituency results.

All this must be done publicly and the results displayed to the public. IEBC has a budget for projectors.

In mathira constituency, the distance between the constituency tallying center and furthest polling center is 10KM. It means by 10am on 9th, this thing will be over.

These are permanent staff of the IEBC. Salary of around 200K.

Guess its question time..

Someone help explain the process of voting..I am just as clueless..

What does a RO return? Does he sit idle during the duration of voting and leave only after announcing the results?

What does a Presiding officer preside over?

Who is senior most between the 2?

What other forms are used during tallying ? I know 16A.. the dreaded.

If the RO and PO officer fail to agree what would be the next cause of action?

What other officials can one expect to find at the polling station?

An RO is the overall boss in a constituency. He dispatches election materials to his POs, receives them back and files a retuen on the results. He is an accounting officer.

Polling station. He is a temporary staff in-charge of election materials and voting on polling day only. Afterwards he returns everything to the RO

RO ofcourse. He actually recruits the POs.

Simple form 34. 16A was mambo zamani

If the RO and PO officer fail to agree what would be the next cause of action?
How would that happen ? Their roles are complimentary. The PO counts the votes, fills in a form 34 forwards to RO, who then adds up all the form 34s from his constituency.

What other officials can one expect to find at the polling station?

PO, his deputy & 6 clerks. Rest are agents, observers and security.

Thanks @FRM2011 for your very concise and very informative contribution. You are exactly the kind of person I hoped would help all of us understand this process.

A few more follow up questions?

A Returning Officer first gets electronic results and then waits for the paper form 34 before he can announce the results. Is that right?

Does he get these electronic results as they add up, lets say every hour updates or only at the end of the counting?

Can he fill his form 36 from the electronic results he has already received?

Does the public get to view the electronic results received or only the official form 34 when it arrives?

What happens in case of disruption where a RO has received the electronic results but a commotion has erupted at polling station X and the physical form 34 has not arrived? Can he announce interim results pending verification later?

Duties and Responsibilities

Conduct training on the polling, counting and tallying process for the clerks.

Collect and ensure security of all election materials for the General election.

Oversee efficient and effective management of the election before, during and after of election.

Counting, tallying and announcement of provisional results in the polling station and sending the same through online transmission to the National and Constituency tallying centers.

Ensure safe custody all entrusted documents during the 2017 General Elections, document hand over of all election materials and equipment to Returning Officer after the General Election.

Requirements


Be a Kenyan citizen of high integrity, and be non-partisan

Be holders of Degree/ Diploma certificate from a recognized institution

Be computer literate,

Have effective communication and Good report writing skills

Ability to manage people, sensitive data and materials.

Have skills in data computation

Must be available for the entire period of the General Election

Must be residents in the constituency and Ward in which they apply for.

Presiding and Deputy Presiding Officers will be engaged for at least thirteen (13) days.

Presiding Officers will be paid Kshs. 2000/= per day

Deputy Presiding Officers will be paid Kshs. 1,800/= per day

Yes.

Does he get these electronic results as they add up, lets say every hour updates or only at the end of the counting?

Each polling station sends their results after counting. Th RO displays results as the results stream in. Like these are the interim results after 50/95 polling stations reporting.

Can he fill his form 36 from the electronic results he has already received?

Nope. Until he receives the hard copy of form 34 plus election materials. There are usually disputed votes which he has to arbitrate and make a decision.

Does the public get to view the electronic results received or only the official form 34 when it arrives?

The public at the constituency tallying center will be seeing the results as they come in. From the time the first station sends in theirs. This is a legal requirement to enhance transparency.

Yes. The IEBC has an in-house mechanism of addressing that. But the electronic results have no legal backing. They cannot be included on form 36 without a form 34 to back them up

Incidentally, the system for electronic transmission of results sends results to the constituency, county and national tallying centers simultaneously. This time IEBC has also procured an electronic document management system. They will use it to scan these critical forms even as they wait for the originals. Each of these forms is serialized.

At the moment, the only possible room for shenanigans is ballot stuffing at the station. But the PO has to fill in a ballot paper reconciliation form.

Remember each voter must be given 6 ballot papers. It is illegal to walk out with a ballot paper from the station. Bottom line there should not be a discrepancy between the total votes cast for each seat, and the number of people captured by the KIEMS system.

Hapa the quality of trainging POs receive will be critical. Sema I drop the mp ballot into the presidential ballot box, if the PO counts this as a rejected vote instead of a foreign object, then kuta kuwa na a big discrepancy btw. presidential tallies and say mp tallies
