What are the safeguards...

against a runaway county government on its way out.
In Kirinyaga and some other counties all the MCAs and the governor were voted out. These people are however still in charge of county resources till August or maybe even as late as October depending on when the next team takes over. Is there anything that can prevent them from misusing county resources for the next 4 - 5 months?
They are still legally representing their people until August so they can still allocate resources. They can still decide to go for benchmarking tours to Hawaii. What would prevent them from emptying the coffers with all manner of "legal" payments between now and August / September?

I am assuming that in Jubilee or ODM strongholds the nominations are the real elections. So someone like Ndathi in Kirinyaga or Waithaka Mwangi in Nyandarua or Kinuthia Mbugua in Nakuru know that they are not coming back yet for 4-5 months they are still in charge. If it is only the governor not coming back I feel the MCAs can still check his powers to misuse resources but I am concerned about counties where all MCAs and governor are not coming back. It is very easy for them to gang up and say, "This is our last chance to eat" and there would be no one to stop them.

This is a concerning issue which should be addressed if at all the county resources need to be protected. Surprisingly I had also thought about the same. If Uhuru loves this country he should just dissolve parliament so that every one can go home and campaign; I hope constitution provides for this power to the president... this is a grave concern. The governors who won't make it back will bleed dry the county coffers for the remaining months. The relevant acts should be amended in light of this. Actually this constitution has a lot of gaps which need to be urgently reviewed. Reflection Eternal

They will loot massively, then the next legislators will put fiscal safeguards after the fact...that is the happy path. They might not after all...but from now to August it will be an unprecedented feeding frenzy.... May be the powers that be can try and scare them a little bit by saying that there will be a detailed audit at the county level the first 6 months and any malfeasance will be dealt with ruthlessly. But that is mere wishful thinking. This is a full banana republic.

Nandi county official caught with 6 million shillings cash. In this county all were voted out except one MP. Alfred Keter. Between now and August money will be stolen. Tutasaidikaje??!!
