They are referring to the JEWS. Secondly, when you read these verses, they are referring to a specific group of Jews who had sinned during the time of Moses.
So they WERE MADE AN EXAMPLE. So this just happened to a specific group of Jews, who had dis-obeyed God, so God gave them this harsh punishment, and made this punishment as an example to others, who were also Jews, to learn from the wrong-doers...
