The report is back....i think they want to cripple Safaricom and have another company take a huge chunk of the market share. They recommend Mpesa to be a different company by just having different offices and staff. This increases the costs of business. Government is in the business of consumer protection. The advent of liberalization brought about capitalism in provision of important services search us communication, energy etc, it is the government's responsibility to ensure universality in communication and hence must put policies that project this agenda. Market dominance leads to anti-competitive behavior and the consumer must be protected.

But the govt should not start punishing success & innovation (Ksh30bn a year capital expenditure is nothing small). They all have had an equal playing field since the start. Now the lazy one (AIRTEL!!!!) wants to be given a free customers and revenue without bringing anything to the table. They have a huge financial backing from the parent company so rolling out infrastructure should be soooooo easy. Airtel should work for its share of the pie like Equitel has done, not complain that Safaricom should be restricted in all directions so that it can take over its customers
