Count it on Jubilee to be this innovative. The government has come up with another animal....I hope this is not another way of collecting deposits from the public and using them for 'other things' before settling of payment especially with government agencies like NHIF and NSSF.

This might one day be a scandal of scandals, where funds are collected from Wanjiku but government refuses/delays to transmit the same to NHIF or NSSF.

I just hope this will be a good thing.
