if I can't be identified using biometrics, can i be searched in a database application using my ID number instead of being searched in a big black book?

we shall see what procedures IEBC has HOWEVER - from the top of my head, this is how it will work (based on Ghanian model)
1) you show up - you submit your ID... it's entered to the EVID and the data that belongs to that person is loaded i.e. "identified" and asks for a fingerprint to "verify"
2) if you submit a fingerprint and cannot be read and cannot be "verified" agents and observers are called in and say you are indeed the person and thus you get a form filled and attested by present agents. (if they take my proposal - this should be done also on the EVID by submission of some more data like serial number of ID and then a snapshot of the person is taken - this data should be periodically uploaded and available to all stakeholders so ideally 2 photos (the old VR photo) side by side the new taken photo should give people some transparency).
3) you vote.

the PHYSICALLY PRINTED REGISTER (generated from the same data loaded into EVID) should only be used when EVIDS ARE NOT WORKING! if IEBC has a process in place to keep them running.
