yes... as of 2013. yes. it was a couple of months old. few deceased people. it was biometric and duplicates were removed. the only issues as I said was the 45k persons without biometrics who represented 0.3% of the register of voters. I am not sure of it's credibility now. KPMG watatuambia. there was an audit of the register done by IED (ile ya Brian Weke) and gave it a 99% accuracy. so... it's possible. regardless of the noises made by people who lost in the process.

Normally ( sorry for getting technical). A register is checked on a couple of things
1) accuracy - that @swenani is there and that his data is as he wants it (this is a sampling exercise) and also uses feedback from the inspection process. this is also measured by checking if there are people who are 'improbable' like huge numbers of persons over 100 years old, people in polling stations that are ophaned or are not in the gazetted list of polling stations e.t.c.
2) that it's comprehensive - it contains data that can uniquely identify @swenani for the purpose of voting and another aspect is that it contains as many people as possible who wanted/wished to vote
3) that it's current - that it adds people who come of age and removes ineligible people (based on the law) i.e. deceased persons.

The biggest problem with Kenya's elections is that they have been turned into a baba affair, that is, how to make him win to the exclusion of the other 40m Kenyans. That is why we are forced to keep changing the referees, equipment, BVRs etc etc to see if he can win. Does this mean that no credible elections were ever held the world over before the computer age? How come MCAs, Mps, senators, governors and even all presidential contestants were happy with the process and accepted the results except baba? For how long will he demand that goal posts be moved and ref changed to help him score? Kenyan elections should be about us 40m people not just one perennially losing candidate.

that's the narrative that is missing - WHAT HAPPENS WHEN (NOT IF) IT FAILS is what we need to be asking ourselves. How do you ensure that the 'core business' is not affected. for that to happen we need to figure out 'what is our core business' during elections? then build 'efficiency' around it. We will miss the point if we approach it from a different angle.

I feel the crux of the matter is voter identification. Someone does not want electronic identification, everything else is irrelevant.
