But seriously, I have seen arguments that corruption and economic growth can co-exist. The growth of the Asian Tigers happened despite high levels of corruption. On a serious note, a friend once bribed a cop since he'd forgotten his DL. I was so mad and this is what we did. Drove back to his house and collected the DL then headed straight back to the roadblock. I walked to the cop and presented the DL and demanded a refund now that we had the DL. You should have seen the stunned face of the cop. I think he realized i was going to create a scene. Orders below Ksh 30,000.00 are baptized as low value not subjected to tendering but in a month you get multiple orders. They just send quotation forms to pre-qualified suppliers.

There was no ingenuity. They couldn't not agree on how to share the loot so the short changed party blew the whistle.
We only know about deals that go wrong. 95% of corrupt deals are kept under the lid
