@Njung'e sounds like we need you to develop a curriculum . Except the final class ought to be how to keep families from fighting over the loot when the thief dies.. But seriously, I have seen arguments that corruption and economic growth can co-exist. The growth of the Asian Tigers happened despite high levels of corruption. Maybe we need to figure out the factors that enable both to exist then implement the most appropriate ones since the stealing is going nowhere.

[/quote] I wouldn't know stuff so i guess we enlist one or two known crooks to help On a serious note, a friend once bribed a cop since he'd forgotten his DL. I was so mad and this is what we did. Drove back to his house and collected the DL then headed straight back to the roadblock. I walked to the cop and presented the DL and demanded a refund now that we had the DL. You should have seen the stunned face of the cop. I think he realized i was going to create a scene. He gave back the money but the walk back to the car was the longest as i was not sure the idiot would not shoot me dead. I was literally shitting bricks Nothing great was ever achieved without enthusiasm.

There is a rumor that all governors are now billionaires. I didn't believe previously, but when the governor of Garissa of all places is caught with 5b in the accounts, it has confirmed the rumor in my view.

This is the worst form of corruption; stealing money and letting it sit in a bank account. It would have been better if he had 10 mistresses in Garissa who built houses or even bought cows with the money. This is terrible.
I do not know how to accomplish this but one of the tweaks that this devolution thing should insist on is a way to make sure that no money or at least as little money as possible leaves the county. Let all banking be done in local banks, have a way to ensure that tenders are awarded only to contractors with a local presence. The idea should be to try and ensure that all legal and corrupt expenditures of the county end up in the county.

What now, you think NMG invented a High Court ruling to smear the guy? Did they also invent quotes from the Justice on the money in the accounts? Sometimes you need to take a break from emotional electioneering arguments and examine the facts.
