I dont see the problem with 600% profit. If the price was agreed by the procurement board, it was up to the businessman to make sure that they get the best out of it. Even the cloths/shoes we buy from gikomba and exhibitions are inflated as such. As someone says, you buy cabbages from Nrb at 100 yet the seller bought it at 10.

The question should be, are the clinics up to standard? Are all the specifications in the tender provided?

Et all, what i am pinpointing is that there are loopholes that nobody has ever bothered to address in the procurement processes and procedures for Government tenders. That is where we need to start to streamline things. My take.

I don't see any loophole @Angelica_ann, its open theft, supported by a government unwilling to prosecute thieves due to perceived closeness to those in power.

An institution advertises tenders for supply of goods and services. Companies submit bids. Tenderers invited to witness opening of tender docs. Lowest bid is choosen and contract signed. The losers admit they lost fairly. Winner supplies goods or services as per tender docs and is paid. So shida iko wapi? Where is the theft?

A used seafreight container is worth not more than Kes 200,000. drilling windows, doors etc would cost another kes 25,000 at jogoo road, anyone accepting a bid for Kes 10 M is stealing and rather opening and foolishly comfortable in the knowlege that they are untouchable.

For Kes 10M, you can construct a very comfortable 5 bedroomed house fully furnished (ignoring cost of land).

I doubt there was ever any tendering or bidding for this project.

What is the worth of the equipment in the containers?

There are no equipment in the containers, as confirmed, the empty containers are lying at Miritini, one year after importation. They are just empty containers.

This is like arguing that since the current world price of steel is 300 USD per ton (Ksh 30,000) then a 1 ton Toyota premio should therefore cost no more than 30,000 bob plus 10k for drilling holes for Windows etc.

Many people will justify corruption in so many ways. The same people who said Kabura has done nothing wrong are here sanitizing this corruption. It is very clear that there was exceptional hurry in making these purchases and extraordinary time in making the payments....these are some of the things that tell you that this thing is dirty...dirty.

If you have worked in procurement, you know that you can produce documents to show all the procedure has been followed but as a procurement officer, you know what you are doing. Its funny that mama mboga's margin is being given as a comparison..as if all sectors have the same margin. Next we will be given comparisons of drug lords and prostitutes.

Someone even said that the others who bid for this and failed were satisfied. Were you the procurement officer to know that they were satisfied? This is how we have been fleeced for many years and we continue celebrating that it is okay for the government to buy a pen for Kshs 80 ...the same that you will get at the shop for Kshs 10 as long as a procurement officer shows you that procedures were followed.

We must go to any strengths to defend the government of Muthamaki.

I agree.... It is so disappointing.... I think if all the internal auditors can be be honest we have heavy theft taking place in all the government ministries and parastatals.

Baba now defends Cord governors against corrption allegations. Says the governors are safi kama pamba. Baba says the Auditor-General's report detailing corruption in cord counties is rubbish and propaganda, and that AG Ouko has hidden agenda. Says no governor should resign or answer audit queries.

Surely who can take baba seriously when it comes to fighting corruption. He demands waeguru and mulaguri to resign immediately but for cord governors he says audit report is garbage and that Ouko is mad.
