Just wondering, with the new cbk rules on cash transactions not to exceed kes. 1m, there must be guys keeping tens or hundreds of millions in cash in their houses. The nice thing here is if the money gets stolen, they can't report for obvious reasons.
My evil alter-ego mode. If am a rogue cop, just follow a govt tender until payment is done. Get the key guy, collect your cut by force. They won't report anywhere.

Fantasy. In Kenya, millions change hands in petrol stations and quarries. Wise criminals should mark these areas.  but its the criminals who transact those millions, so they have the areas well marked

For your information, Kabura has already been charged with the theft of NYS money..... do you want to tell us that you know better than the DPP? You know most Kenyans think that there has been no progress from the DPP on the NYS case just because Waiguru has not been charged.... People are already in court.... Any good lawyer will argue that she just found money in her account. Objectively what she did is launder money, money came into her account and she moved it to fictitious accounts. In my opinion the most she can get for crimes based on documentary and witness evidence (and there are no witnesses against her so far) is 2yrs behind bars. Anyway, let's wait and see as this is no different from pastor Paul Patni's Golden berg, only that unlike Patni who originated G'berd, we all know Kabura is intellectually incapable to have masterminded this. Now, I'm not disagreeing with you that she's very guilty, I'm saying that if we get too focused on the scapegoat, the real caprits will get away scot-free and isn't that the only purpose for a scapegoat? Lets say that she changes her story to as you say (because she categorically claims that she was approached by the procurement dept to supply goods) so after receiving the first batch of 600M which got in the account in batches of 60 30 50 etc did she notify the police or the bank of unexplained moneys from the ministry of Planning? If not then she would be liable of money laundering and handling stolen property. FYI she is the main suspect. The moneys were traced to her account from the ministry of planning. By the way, more than 10 people have been charged with this theft and a good number from the ministry. No wonder you started this thread to express how sorry you felt for her and asking how she could be helped. So, in your opinion, who is the main mastermind? This statement and most of your arguments just confirms something about you.
