Yes the IFMIS administrator should be called in to give evidence on this.I insist it is impossible to add those zeros in the LPO once it has being processed,unless there is a backdoor somewhere in the system.The perpetrators of the NYS heist appear to have been very crude characters with no pretense to sophistication, therefore hacking is beyond them.This theft was simply a case of collusion from the procurement to the accounts department. Infact I wonder why PAC has not called these so called junior officers to give testimony, it is from them you will begin to know who are the masters.
The PACS focus on Waiguru and Mangiti shows that their inquiry is more or less led by bar room talk,media and political gossip.They should have started from the person who initiated the requisition,to the approvers all the way to Waiguru at the end.


Exactly. The IFMIS system doesn't run itself and like with most systems it has checks and balances. Just by understanding how it works the PAC will narrow down on who did what, how and when and how it collaborates with the other evidence like bank statements lpo's etc. Hii ingine wanafanya is just for the cameras.


PAC should just call the IFMIS guys to explain how, why, when and who was responsible for all these manenos eg when zeros were added. Yes, Mr J.O at IFMIS is my friend but he needs to tell us what really happened.....for the good of the country (ok this shows I have friends in high places, but do I say?)

Set up. It depends on the set up! Some systems allow PO creation which has to go through manual approvals. More often than not such POs are editable later in transaction pipeline

The bigger spin is when we debate such issues on wazua. 'Carthasis, confusion, and playing that we know much about what's happening and being critiques'. The 'system' always has a way of keeping everything under its wrap.

Like here, wazua never sets any agenda. It follows the politicians and the media. There's a marked absence of thought...

Just wondering, with the new cbk rules on cash transactions not to exceed kes. 1m, there must be guys keeping tens or hundreds of millions in cash in their houses.
The nice thing here is if the money gets stolen, they can't report for obvious reasons.

My evil alter-ego mode. If am a rogue cop, just follow a govt tender until payment is done. Get the key guy, collect your cut by force. They won't report anywhere.
