Records would show session data usage by "an agent" (agent being whatsapp) ...as for destination, called parties, Safcom wouldn't be able to provide that...only Whatsapp (and probably the NSA, though Whatsapp says the channels are encrypted) can give actual call records

plus whatsapp does end to end encryption. they can tell that Person A communicated with Person B but not what they talked about. judging by the way they responded to the Brazilian request - they will never tell you even if they could. There is an interesting app called 'FireChat' - this is the key to communicating during the post electoral period when I suspect GOK will nyonga Whatsapp....

I don't know much about IFMIS but one thing I know is people work overtime to beat computerised systems

The software cannot be good if manually people are trying to beat it

But...on IFMIS. Wapi Audit Trail? Almost every system has one. But systems will not cure sharing of passwords.

If you listened to Waiguru, .....she says all information about who entered the details and everyone who was involved in the review and approval process is intact in the Audit trail of IFMIS. She said the PAC can get that from the IFMIS if they requested for that information.

there must be a very good reason she attached that communication network thing, kwa maoni yangu I think the two men huko juu were involved in this looting, they had seen how kazi kwa vijana was an easy route to get cash and they placed her hapo knowing that she was green in maters 'government-siasa' her focus was too much on performance and results something alien to governments.

and that is my conspiracy theory.

That would make for a very poor conspiracy theory. Why would she then be in possession of documents implicating her bosses? Why would they let her have it?

This thing is very simple. Theft, not even corruption. We are trying to link a political game because some old man shouted from the rooftop and forgetting to look at the bare facts. A couple of guys sat down and planned a grand heist to milk their employer. They knew that NYS was a good cash cow. They didnt even expect to be discovered since they must have tried and tested the waters (600M heist). Think of it from a company perspective, lots of cash is stolen in companies such banks, telcos etc.

At which point were zeros being added? The system people should be called in to explain how the system was set up

It could be possible that there is no proper system workflow for approval hence the need to manually sign the documents

Ahem, once the LPO is entered in the system, no numbers should be changed, if the amount is erroneous a supplement LPO should be raised against that LPO, which should not be necessary since there is a contract in place. I tell you if this is a known loophole, then we have lost so much money
