I will be loitering in the quarries now. There's nothing wrong with LPOs. Companies and institutions issue LPOs and tenders all the time. You should be questioning the company/institution that issued the LPO, not the client who supplied goods. BTW an LPO is a binding contract just like a tender.

Companies and institutions always have a database of pre-qualified suppliers. So if a company prepares an LPO and calls supplier X in their database and gives her the LPO, should she refuse to supply?

But she is the signatory of the bank accounts What the Kethi Kilonzo drama showed me was... it's dangerous to have responsibility. there was a guy called Lemiso who kept the key for the safe where the voter slips were kept as soon as it disappeared and appeared on Kethi's hands... the guy who has the custody of the slips is put on the dock. So there is an LPO somewhere or a wire trail going back to a guy who has 'custody' <-- that's the guy to apply pressure on. If a client walked to your office with a list of items they want supplied, would you refuse and demand pre-qualification and tenders? Also you mean an IT expert (yes she said that she previously worked for Kenya Data Networks as an IT expert - maybe she is a programmer) who had been supplying govt even before waiguru was appointed CS doesn't understand supply manenos and cant even read?
