Why do the jubilee guys feel the need to respond to baba on every occasion. It's always a trap and they always end up with egg on the face.

Do it Kibaki style. Silence. Let the technocrats from the water and irrigation ministry handle the matter. Now every jubilee sycophant is weighing in without taking time to digest the allegations from baba.

We've been here before; nys, waiguru, eurobond, iebc. And jubilee always scores own goal.

I was wondering the same thing.

The question is legit. Is the watercatchment area in greater central going to be eroded or not?

Sometimes I see why Trump is loved in Africa.

Now a report from a technical committee from the muranga county govt has surfaced and it's findings are similar to what baba is saying. Limitation of consultation, non-compliance with statutory requirements and negative impact on communities downstream.

The late michuki had sworn those tunnels would only be constructed over his dead body. Someone took his dare literally.

See why it's important to pause a bit before responding to baba.

Baba is right on facts but he is not the right guy to push this agenda. He should have left it to Martha.

Please summarise the facts he is right about.

If he left it to Martha nobody would listen plus Martha is still sane enough to know when to payuka and when not to.

Whatever facts babu has they have been overshadowed by his stupidity of calling it a secret project and the fact that he was involved at the begining.

if this project was bad and shall affect the people of muranga among others, i find it ironical that because of raila's involvement people are ready to cut off their noses to spite their face. maybe that's been raila's intention all along.

Don't get me wrong. That is why I asked for a summary of the facts so that we all evaluate them.
Its not about Babus involvement is about about the storm he wants to raise through falsehoods and exargerations that is the problem.

When I got the "breaking news" on the news conference about this project what came to mind is some clandestine activity that is happening in the dead of the night with some strange equipment that make no noise such that even the adjacent settlements have no clue at all.

Only for counter claims to show he was with it from the start and its an open project.

i get you. but problem is that due to raila's involvement the signal shall be surely swallowed by the noise.

i have a colleague who has been against this project from the word go - not that i agree with the reasons for that. and he is a jubilee die hard. right now the guy is all over - he is pro and anti the project depending on whether he is talking about it or raila. fun to watch actually.

Could the World Bank have funded such a giant project without an environmental impact assessment being carried out? I doubt. That said, muranga people should also benefit from their water before it is piped to nairobi.

I thought the World Bank before funding or partnering in any project always gets environmental impact assessments reports. Is the World Bank funding a project which will affects communities even if it is 20 years to come or did it ignore any advice from it technical advisors and decided to play ball with the government. Now that issues are being raised can we get a proper audit of the project without politicizing the issue.
Babu mentioned about desertification and Nairobi flooding. These are two issues which we should be interrogating. Not forgetting the money involved is huge.

I think we like to overcook everything;

1. Kes. 6.8 B does not equate to "huge" in this Kenya of today where SGR is chewing Kes.500B. (such an amount is like Waiguru's pocket money)
2. I have no clue regarding the technical bit but why is it that whenever the African is trying to exploit our natural resources, there is always a calamity on the horizon. Israel has tapped water from the Golan heights and has been using it for years without depleting it or turning it into a desert (Golan Heights must be surely the size of Westlands)
3. Hapa Nairobi we desperately need water. There is soo much wastage of resources hauling water in those dirty green tankers packed at Dagoretti Corner, if we got these clean economically piped water, I bet we can save more water and at the same time pay less.
4. There has got to be more wastage through poor farming methods than through this project.
5. RAO has a right to querry govt operations as the opposition. Its a political move which Jubilee will incompetently respond to. Infact, someone please shut up Duale.

Seems like this secret has been in the public for quite some time.

Construction review has had this posted on their website since Jan 2015

Murangans are complaining that all the "warra" is going to Nairofi metro there's no balance. It curtails the potential of future irrigation and fish rearing projects. - Understandable.

It rains hard in Nairobi, the county should collect its water treat it and supply it to its residents.

This photo looks dubious, where have the power lines gone to, it can't be that they have all been earthen as the photo suggests, someone confirm if it's authentic or not

This noises started even before we knew kenyatta was going to be president.
This was in 2010/2011.
i remember people where not amused about the secrecy of the project and demanded revenue sharing with Nairobi water company.
But to hide this fact from the public since they were not gullible and to show they were fighting for their rights they insisted on some social commitments that i can see they agreed upon but i cannot see the revenue sharing part, was this agreed upon?
The leaders mobilized leaders who were sympathetic to ODM at the time to approach Raila.
The leaders pretended to support Raila and Raila was looking for inroads to Gikuyu land.
It was a use-use situation as normal politicians do.
But Being in Government Raila avoided being seen to be sabotage Government projects and directed them to the Nairobi water co. and other water regulatory bodies.
Raila turned up in Muranga if you remember in 2011/2012 hoping to capitalize on this need by leaders to get a piece of the water revenue.
But then the constitution, 2012 elections came in and the idea was shelved until now.
I stand to be corrected but i will soon find out what is the current situation is, but i have a sneaking suspicion that they did approach Raila, again.
since they are in Jubilee Government, they cant be seen to be antagonizing the Powers that be and the electorate that supports it. They are using Raila to get a pact on the revenue sharing quota agreed upon.

Senator Kembi-Gitura

STATEMENT ON PROPOSED NORTHERN COLLECTOR TUNNEL, MURANG'A

When we last met as leaders and other stakeholders from Murang'a County to discuss the Northern Collector Tunnel (NCT) in or about January of this year at Golden Palm Hotel in Kenol, it was unanimously agreed that a technical committee be commissioned by the Murang'a County Government to look into the various areas of concern regarding the building of the said tunnel. The terms of reference included amongst others:

- to look into whether or not the proposed tunnel would in any way affect the aquifers that lie between the three rivers in question, that is Maragua, Irati and Gikigie and Ndakaini dam, and therefore be a threat to the normal flow of the said rivers now and in the future,

- if it was found that it was safe from both a scientific and environmental point of view to build the tunnel, the committee was to determine how Muranga County was to benefit from the extraction of its water for the benefit of another county, to wit Nairobi. It was emphasized that Muranga as a county should not repeat the Ndakaini mistake. It must be recalled that when Ndakaini was built, devolution had not even been thought of, we had only the national government. Today, we have Murang'a as a government on an equal footing with Nairobi. We must therefore not allow anything to be done to the detriment of the people we represent for the benefit of another county.

It was also agreed that pending the report from the experts, Athi Water Supplies Board (AWSB) should stop all work pertaining to the building of the tunnel. In defiance of this agreement, AWSB has mobilized and has been busy setting up the equipment with a view to commencing works, mainly at Makomboki in Kigumo sub-county. Further to this, AWSB has been on a propaganda blitz in Kikuyu vernacular FM stations and in newspapers preaching as it were to the Murang'a people on the benefits of the tunnel to them and ridiculing the efforts of the leaders to have the matter properly dealt with. AWSB seems to think that this propaganda is equivalent to public participation which it is not; AWSB needs to be disabused of this notion and made to understand, which it does not appear to do, that it cannot take Murang'a people for granted. We are also all aware that there is an environmental court order for the works to be put on hold pending determination of the matter by the court, an order that the AWSB has continued to defy.

I would like to take this opportunity to thank the Murang'a County Government for having appointed a technical committee as was agreed at the Golden Palm Hotel in the leaders and stakeholders meeting aforesaid. I have read there report, and I would like to take this early opportunity to thank the committee for a job well done.

Among the findings made are that,

- the tunnel will seriously affect the aquifers lying between the three rivers and Ndakaini dam, and have serious environmental and other effects on the said rivers and more so on the people living downstream and depend on the rivers,

- it is not sustainable for the tunnel and the water supply to depend solely on flood waters from the three rivers as the AWSB has been propagating to be the case. Extraction of the water will cause water shortage to an already thirsty region. The people living downstream could very well lose the benefit of water which has sustained their livelihood since time immemorial.

- Murang'a cannot afford to repeat the Ndakaini mistake. Ndakaini has continued to supply 75% of all the water needs of Nairobi without anything to show for it. Since Nairobi produces 60% of our GDP, how much does the 75% of the water contribute to the GDP and what does Murang'a have to show for it? These are issues that have been consistently swept under the carpet.

- it is time for Murang'a County to come out with a strategy of how best to sustainably utilize its water for its own benefit and that of those others including Nairobi who may need the service. Murang'a should not give away its water as it were, only to buy it in the future when the need shall arise. We must think strategically and generate revenue to help develop our county.

For the foregoing reasons, I reiterate my consistent stand on this issue. Murang'a County must do what is right now for both the present and future generations. We cannot afford to do anything that will jeopardize our county. AWSB must stop its propaganda and respect the rights of Murang'a people. We appointed the committee of experts at a meeting at which AWSB was represented by no less than its CEO. We must respect the position and advise given by the committee. We must not allow AWSB to continue with its propaganda misleading our people on the tunnel and related matters. I consequently trust that that Muranga County Assembly shall make the necessary resolution in line with the experts' report and that our Governor will not sign any agreement with the AWSB to destroy our heritage and give away our water. We are trustees not just for the people we represent today, but also for all future generations.

Sen. Kembi-Gitura MGH, MP.
Senator for Murang'a County &
Deputy Speaker of the Senate.

If muranga won't be getting even a single cent from that tunneled water, why should it be inconvenienced by nairobi water problems. Nairobi can as well dam nairobi river, clean the water and sell to nairobians.
