Political parties need deposit Insurance funds 100m

We had to pool together Matatus to form Saccos for ease of control, self regulate and to take responsibilities or be accountable together depending on registered Saccos. Now there is some sense
Here now we come, any political party formed must be forced to deposit insurance fund with political parties registrar( Certificate of confirmation with a policy holder)to the tune of 100,000,000 per party to safeguard national interests of Kenyans and their properties.
The money will be used to pay penalties and damages caused by political party followers on successful investigation of guilt.
For instance, if Maendeleo chap chap burns a Mr Oneko's car during a rally, then Oneko could get his vehicle replaced from deposited funds by Maendeleo chap chap party. The same applies to other registered parties and cases.
100 M being the lowest amount the registrar may demand parties that are national to deposit up to 500 M. The interest earned to take care of bookkeeping and request to recharge the amount upon a 20% pay demand of the gross amount.
This way we will control so many Mouths by politicians and supporters.

Also apart from political parties, can all candidates vying for a seat both at nomination and final stages be charged 50-100k for removal of all those posters and graffiti on pubic and private properties? My boundary wall in Mombasa is covered in spray paint graffiti saying who and who tosha, so annoying

Its so annoying yes to colour all the posts, adverts, public boards, walls with things that do not help the public but individuals. With the good roads who will protect their view with a lw banning pasting nuisance on them.
I wit to see Thika road pasted orange, yellow, black and Red leading to more accidents.
