That may be true but at end of day it's still an individual event, test each participant separately and judge them on their test results. the issue is that testing is not only done on the day of the event, but continuously to ensure that even during training no one gets an advantage, for russia the continuous testing is allegedly made very hard by the state thus the national ban. But at the end of the day its the west that defines what is an unfair advantage, me I think what they do in oregon is just an accepted form of doping that very few can afford.
