Govt Budget 2016 calculations

Help needed here;

How does the govt budget add up to Sh. 2.3 Trillion. I find this figure very large and it seems our media forgot to disclose how the entire amount is to be spent. Where is the money spent.

A breakdown of key spending's from yesterdays budget summary is as follows:

Counties = 304B
Security = 264B
Railway = 154B
Roads = 148B
Education= 140B
Energy = 40B
Flood Control = 39B
Free high school educ = 32B
Health = 31B
Free Primary educ = 15B
laptops = 13B
Agric = 12B
Youth Emp = 21B
Ports = 7B
Total Approx. 1.2Trillion

This is only 50% of the estimates, the only major cost I think is missing here is debt payments. And my assumption is that the above costs include project and recurrent expenditures.

So qsn is how is it that 50% of budget spending is not disclosed?

Salaries surely are included here, atleast in the counties budget, security budget and education budget which forms the bulk of the expenditure.

What exactly are the ministries doing with Sh 1 Trillion!!

If you divide Sh 1 Trillion by the govt staff count of say 500,000 (way on the higher side) you get an average monthly spend of Sh 170,000.

What does the average govt employee earn 30K?

Debt repayment is not an expense, you simply roll it over, thats why the govt is constantly in the market with bonds and bills. The interest element however is the expense, so is the interest 600Bn? I doubt.

Rotich is allocating Counties 284B which is 23% of last years income. Yet last year Ouru signed off 43% for counties.

Counties should be getting zero because they should not exist!!! Blood suckling vampires!! Devolved corruption per excellence!!! Someone with guts enough should push for a referendum to abolish county governments, the Senate, Women Reps and reduce MPs by half!!! And also get rid of these pure madness called 1/3 gender rule!!! For elective positions. Women make the bulk of the voters in any case!!!

Smart kenyans should go on street on harambee ave and order vacating of finance officials if they can't explain why gaps are there in budget. But stupid us align on tribal cronies to fight IEBC and other tribal cronies to protect IEBC . Especially those ballooning loans repayments. Jinga sana.

Either way this Country is doomed. If the budget of trillions were to be thrown on the streets, there would be more productive use out of it, than allowing our current pretentious clowns to decide expenditure for us.

A government with its priorities upside down running an almost socialist budget.Why would laptops get more allocation compared to agriculture which we claim is the backbone of the economy?

And I didn't know Kenya has such a big flood problem we need a whole KES 39 Billion to control it.

Agriculture is a devolved function.The 12 billion could be for irrigations schemes like Galana kulalu,katilu and others run by national govt.
