Since they have invested in the machines, they should be in working conditions, especially due to the terror crime times we live in. However, DOMESTIC ARRIVALS terminal shouldn't alarm Ndugu Magufuli that much. He spoke of Meno ya Tembo, Dhahabu, Almasi etc coming from other parts within Tanzania to this airport. Transportation within a Country isnt that much scrutinized. There are numerous ways people may travel within a country - Road, Rail or even foot paths. What chances are there that people traveling that way will be checked for Dhahabu, Almasi or meno ya Tembo. Dunia ni msongamano..
