Some people laughed when sijui a fake southAfrican paper compared Kenya to Greece.Lots of Kenyans have been avoiding paying the simple tax like VAT.I have visited Greece and even before the Austerity measures by the EU were put into place, you could visit a shop to buy say a Tshirt ama sandals and the guy would ask you if you want to pay cash (no receipt = no VAT = cheaper price)
That is how Greece had been operating for years. After the Austerity measures were introduced, they could not get the monies that had been siphoned by people like the shop keeper above and they started selling national stuff to "willing buyer willing seller"
In Kenya, even today, very few people will get a receipt with KRA VAT details after some simple shopping huko downtown. A part from supermarkets and other established business, the rest give out those tu red receipts on carbon paper.Mind you these businessmen are the ones moving the economy.
Until KRA nets these people, it will be the famous saying revenue target missed.
