There's no guarantee that the smaller units will be states.

Change of tact after realizing euro bond defeat game is over he will now start denigrating oil fields in Turkana asking them to breakway so as to starve the central govt funds...he really is against mega projects this one

-Mombasa port and tourism contributes a huge % of the GDP but gets so little in return and it's no secret, not counting the airport road expansion the coast has not had any new major road built since Independence, Until the oil and the water aquifer the Turkana area was not Kenya, even the potential of L. Turkana has never been studied, Western Kenya has slowly been neglected see how Kisumu growth stagnated with time the port died, question what is the main economic activity in Kisumu currently, certainly no fishing, funny that we have unused fish processing factories in central Kenya that should have been in Kisumu.
Moi built roads in his area where locals used to dry maize and play football because there was no traffic, all this and more is the reason I support Ndii, but a better way is to let the counties operate independently managing resources in their counties, ie let Mombasa county get about 50% of port proceeds same for Turkana for oil, Kajiado for the Mara, Malindi for Tourism,Nairobi for whatever you do there.

He had been promised a big job (CBG) if CORD had won in 2013 (A buddy of WaterMelon). Things didn't work out and you can understand his pain.Poor man!

If that the case, then devolution allocations should be minimal. Even with current allocations, we are yet to see anything significant.
