I think if we can only manage to segregate the corrupt away from the public - even in humane conditions this will be a good way to break corruption networks and they wont die to bribe. Currently most would rather die than spend a night in prison

The only option would be citizens to set up a more ideological driven Mungiki to target any one suspected to have looted the country.
