The former Youth Fund CEO has told the PIC that board chairman Bruce Odhiambo forced her to pay Sh180 million to a company contracted to deliver a fictitious ICT strategy survey.

Catherine Namuye said in startling revelations that Quorandum did not deliver any work despite having been paid the colossal amount.

The board was behind the non-existent contract, Namuye said, adding she was forced to make payments even when procurement laws were not adhered to.

She said Odhiambo made her a sole signatory of the account for the Youth Enterprise Development Fund against regulations governing management of public funds.

Refer this matter to those in power. The government, EACC, the police, AG, judiciary and DPP are institutions which are supposed to do their work. Chilling details of how a Youth Fund driver was murdered to cover a scheme to loot millions of shillings from the fund have emerged. Suspended Youth Enterprise Development Fund Acting Chief Executive Officer Catherine Namuye says officers intent at hiding details of the scandal could have been responsible for the driver’s death in October last year.

Before his death in October last year, Mwangi is said to have spoken to his wife expressing the fears. His family demanded thorough investigations into his death at the time.

Further, Namuye disclosed that a number of companies suspected to be affiliated to the board chair Bruce Odhiambo were beneficiaries of at least 32 million shillings, for services not clear if they were rendered.
