About Kimutai being his brother is not an issue. Actually, he might not be his brother. He could be a cousin or they just wanted to use a big name for Halakhe to know who he was dealing with. What Ruto should be asking his PA is what he was discussing with Ben Gethi for so many hours during the corse of investigations. By the way, Ben Gethi was also involved in the supply of IEBC Materials and he has a court case there. So, they already knew he was a criminal.
