Actually that's where it all began. From Rugutt's transfer, you wonder why a transfer of a govt official should stir chaos. So much is about to come out, more esp those who still work at the Devolution Ministry office. My only wish is that this case will serve as an example, we need some balls grilled.

But all this is sideshows. Lets go back and focus on the person with the money. Josephine!
