Japan has been stuck in paper proposals as the Chinese roar much faster into action. denominator : countering the Chinese influence in Kenya - belatedly.

In total agreement. The japs sign up contracts for the cameras which they have no intention to honor. Sondu Mirio hydro is a good example. It took almost 20yrs to implement with roadblocks all the way.

The chinese do the job and sign the papers later.

On another note, the Japs take cue from the West, read world bank and IMF, before issuing aid or loans. The chinese do not give a hoot of these institutions. I guess they do their own analysis and assume their own risks.

The Japanese game is catch up on realizingShame on you the Chinese have ran away with the baby!!
