There's an ideal structure for a close protection detail for a state VIP. Usually the minimum number of vehicles is nine and the structure of the motorcade begins with an advance team then the main body, then the tail.
One can identify the first two parts of the detail, and given the importance of the ideal structure one would expect that the entire detail will fit the ideal structure. In this case then the car with the speakers should be at the tail with probably two or three cars after it.
By the time you see the ambulance you can be certain that it's not part of the detail ...
Counting the members of the detail we get around 26 cars; not bad for our President especially given threat levels, norms in other countries for presidential detail, and the power intended to be projected within.
