Or his motive was abetting cartels who import from Brazil to UG. The consignment only to be repackaged and sold to Kenya. Maybe there is foul play but the racket has been exposed following impounding and destroying contra band goods amongst them smuggled sugar from Brazil at the port of Mombasa.
