Initially it used to be inspected at destination ports with a 15% penalty on CIF.
However that has changed since their notice issued last Dec and the current one.

The entire Inspection process starts with you the importer. The IDF is the basis of it all so before they load your goods,request them to wait till an inspection report has been issued by above agents electronically to their local offices and the COC issued.
