Well well well.You have been warned of dire Consequences.

The Kenya Revenue Authority (KRA) said in a statement: “With effect from January 1, 2016, only cargo that was inspected at country of origin by Kenya Bureau of Standards-appointed agents will be accepted for delivery at Kenyan ports. Any other cargo that fails to conform shall not be permitted to off-load and shall be consigned back to the country of origin at the carriers’ cost."

KRA itself is partly to blame for the delays at ports.Unless they facilitate speedy clearance of cargo there isn't much that an importer can do.

their owners allowed to ferry the same out of the port within 24 hours upon arrival

ok KRA let's at least be realistic here. 2020 is around the corner.

Items are listed in the simba system that require COC for these. Standard practise

Which is easier? returning cargo back or having them inspected at destination and paying the penalty fee?

Though am not KRA nor an employee but common sense dictates that this is applicable for countries in which they have officials.
Such measures come in after past bad experience... Definitely something has happened....likely people are bypassing KBS agents and bringing in Substandard goods.

Their appointed agents include SGS among others that have a global presence..remember matapakaa at Gilgil weighbridge?
