You are totally missing the point. The issue is not who invested better or who misused his earnings. The issue is whether your net worth is from legitimate sources at the time of declaration.
The spirit of the declaration exercise is to ensure you did not acquire wealth through dubious means and you wil not use your new position to acquire unexplained wealth through nefarious ways either.

The reason why they declare is so that they are gauged on how they will acquire more wealth from their day of employment. Not to check up their history. Besides, if they stole the EACC should have caught that already
There are more than 1001 ways of making money and if the govt starts following on the "how", that will be a task by its self
