First stage is prequalification. He will prequalify at least 3 of his companies. After prequalification the relevant department requisition to procurement for wallets. The procurement then sends the request for quotations to your 3 companies. You bid as you wish but the lowest has to be within their budget and factor in commission for the inspection team, the procurement and the finance team. Perfectly legal.

This nonsense of just comparing only applied bids needs to end.The best metric should be the market value and cap is to say 10% of the market value.Any bid above that should be disqualified.

The question is why does CA need to buy wallets for its employees?

Just a way of fleecing taxpayers. If it's not wallets they'll find something else, though idea of buying wallets for staff is really hilarious if not ridiculous. You wonder what else we don't know

2m, in terms of income tax, is about the total amount 10 teachers earning 50K each would pay over a 1 year period. Then someone sitting in air conditioned office just squarders after all this toil
