In other words a few people have the money that should otherwise have been put in productive use to earn revenue or pay debts. Govt if you make your bed on basis of mismanagement you must lie on it. In baks 1st term govt had money people didn't have the money.

Yes. But they retained 80percent functions at national level so as not to miss out on tenders. Counties on the other hand have to find ingenious ways to spend the idle 20percent, as they keep demanding for more. Baba doesn't make things easier, jubilee even forced to go on their knees to beg governos to pardon them for not giving more

At national level they lose over 30percent of the revenue to tenderprenuers - abt 300billion. Most of this is used to buy expensive assets and with tax evasion very little gets back to exchequer in form of taxes collected

At county level they lose 50-100b. Total loss 350-400b. This money isn't used in any meaningful production, it's the same money govt ends up borrowing from shylocks in the subsequent year to continue and sustain the cycle
