You might want to check if the idea of a 'restart' is valid, because it may be false.

The jubilee government is only tight for cash cause they are caught in two minds. one there is devolution which eats up close to 40% of all revenue and two they still want to develop the country the way Kibaki did- by doing large government funded projects to stimulate the economy. Kibaki had no devolution bills to pay, bicameral legislature, expanded NA,so many new commissions to pay for.

Yes we agree with you, Kibaki was a better President. And his gov't of nusu mkeka was not bankrupt.

Elephant in the room is disbursement to county govts. You spend 40 percent of revenue on counties and they spend half on salaries, the rest on corruption and kickbacks. In other words you are spending but very little being invested in meaningful production. Why didn't we settle for improved CDF model rather than county govts?

Allocation was mere 15 percent then. Now they want 45percent
