Why in God's universe would a nation that's "modernizing" it's infrastructure use technology that is being phased out by other nations?
Starting with the rail system. Other nations are upgrading their rail system to be powered by electricity, from diesel, for various reasons, including cutting emissions.

Meanwhile, Kenya is building a rail system to be powered by diesel locomotives, pumping all those emissions in the air.
While at the same time, in another article, can't find find the link, they say that getting Kenya's power generation to a particular amount is not a good idea because there are not enough industries in Kenya to draw the generated power. Why not make the rail system electric? With redundant power supply? To help increase power demand (Just one of the good reasons to go electric.)
Then word is that they are building coal power in Lamu. COP21 just completed, one of the goals is to phase out coal. Again, while other nations are phasing out a technology, Kenya is embarking on it.

Hoping that this was a dream. These projects were not well thought out. While the SGR project will provide transport, how it does it is not right, then while electricity will be produced in the other project, how it will be generated is not right at multiple levels.
Kenya still has unutilized options of generating clean power.
With regards, to geothermal, I hope that they are pumping water back down there, because that plant can die if the water runs out.
