I am wondering whether competitive bidders can consult and agree not to bid below a certain figure?

It's a very small market yes they can...
182 day and 1 yr tbill 20.33% and 20.695% respectively

For 25m and above you can get 21% from some banks
COOP, KEGN, MTNU
