what things?
wanasema hakuna pesa, its like a court order to arrest a criminal who is at large. If the cops can't find them then there is nothing much the court can do, even if the order has been disobeyed by not arresting the criminal at large.

They will have a longer 3rd term in 2016, making it more expensive to them to align their candidates with the public hence mzazi atalipishwa for that.

I think its the role of the central government to set the school calendar, but parents are at liberty to pay for extra tuition for their kids.
