Just pay them for ONE reason. The courts said so. All those other things like they're paid 7 times than Burundians are a side issue.

Government's role in the efficient and effective working of bodies politic has changed, but our ideas about the emergent roles haven't yet formed. This situation may turn out to be very costly. For example, government should have little control of curriculum development, and even teacher training and remuneration. Insisting or encouraging the masses to expect otherwise may create disruption of peace, and lots of money and time may be wasted in flogging a dead horse.

But I'm confident that our ideas and expectations on government will change sooner rather than later because the pressure is gonna get so high!
