These guys out from nowhere are really talking sense.A case in point is the actual techers strike. An MCA from Mwiki the other day said he volunteers for 4 hrs per day coz he has assembly sessions in the afternoon. So why pay him while he does nothing in the morning ? The president forms a commission to see if the Makueni county gov should be sent home. The commission takes almost one year and then gives the recommendations which are ignored.Hope the commission met for 8 hrs a day * several months they were compliling the report.Does the Nyachae,Serem commission sit 8 hrs a day in the office ? How about the JSC ? These are the people who have ballooned the public wage bill and then the prezzo comes and say hakuna pesa za walimu.

i believe most "commissioners" should not be jobs per se and thus not paid salaries since the "commissions" they run have full time secretariats. what should be happening is that they should do what Boards do - Meet once so often ... determine way forward and then let the secretariat run day to day stuff. From the EACC, IEBC, JSC, TSC, NPSC, CIC and whatever [xxxx]C you have in mind.

Part time employment can be amenable to full employment benefits. One doesn't have to work for eight hours.

The alternative could be a 'zero hours contract'. http://m.acas.org.uk/index.aspx?articleid=4468
